AvantGarde, LLC seeks to engage a part-time HR Associate who supports the HR program within the Labor and Employee Relations office . The LER Office provides labor and employee relations expertise to support programs related to Discipline, Awards, Benefits, Performance, Workers Compensation, Telework, Leave, Health and Wellness Programs, Alternative Dispute Resolution, Reasonable Accommodation to the Labor and Employee Relations Branch in the HR office of the Naval Surface Weapons Center Philadelphia Division. This is a support position primarily focused on supporting the awards program, performance program and other functional areas. This position currently supports the client 100% remote however, expected to return onsite end of March/April 2022. The position is also eligible for some telework after a period of assimilation has been in place.
This is a part-time, 20 hours per week position. Work will be performed at the client site in Philadelphia, PA
Examine and provide support to HRD NSWCPD on human resources laws, policies, rules, and procedures and provide professional advice and counsel to employees, supervisors, and managers.
Research various human resources topics, compile supporting data to document methodology, write reports on findings, and draft such documents relevant to the program being addressed.
Support process improvement teams and special projects.
Assist with the Command Awards ceremonies .
Contractor shall support the Awards program by processing Cash and Time off awards.
Contractor shall support NSWCPD performance Management Program, which consists of advising managers on the business rules and troubleshooting issues in the performance management tool. The contract will also run reports and provide metrics to the managers.
Support NSWCPDs external awards program, which consists of working with managers to draft award nominations and editing nominations for submission.
Support NSWCPDs Telework Program, which consists of ensuring employee telework agreements are properly filled out, collected and active. Contractor will run reports and ensure managers update expired telework agreements.
Contractor will provide training to new hires on various HR topics, such as Absence and Leave, Performance Management and Professionalism in the workplace.
Contractor shall support NSWCPDs voluntary leave donor program, which consists of advising employees of the rules and eligibility and ensuring NSWCPD is in compliance.
Demonstrate continuous effort to improve operations and streamline work processes.
Communicate with all level of the Command to ensure compliance with all program requirements and maintain strict confidentiality.
Provide analytical and administrative support of the audio visual and communication capability as needed to support the programs under their area of responsibility.
Maintain the functional mailboxes, intranet, and SharePoint site for the programs.
Develop and provide guidance and information to employees and supervisors regarding the various Employee Relations programs.
Minimum of a High School Diploma or GED.
Minimum of 4-5 years experience in HR supporting various HR programs. experience may be in any sector including private sector.
Hands on experience supporting HR in performance management or awards preferred.
High Proficiency using the Microsoft Office Suite programs and overall technical savvy using a PC and with the ability to learn NSWC specific software programs.
This position requires independence and discretion on the day to day tasks assigned and the ability to work with minimal supervision.
Excellent communication skills both written and verbal required.
Ability to work collaboratively with others essential
Strong customer service skills with a focus on excellence in AvantGarde client management and execution
Must be willing to work f/t on site at NSWC in Philadelphia, PA
Experience with Microsoft Office programs is essential
Able to obtain a federal security clearance; active or recent federal security clearance preferred.
